(1) There shall be established a University by the name of the Uttarakhand Open University. (2) The headquarters of the University shall be at Haldwani (Nainital) and it may establish or maintain colleges or Study Centres at such other places in the State as it may deem fit. (3) The Vice-Chancellor and the members of the Executive Council and Academic Council for the time being holding office as such in the University, shall constitute a body corporate by the name of the Uttarakhand Open University.
