After the land revenue has been apportioned under section 7, the Settlement Officer shall publish the proposals in the prescribed manner and after considering the objections that may be made, shall submit the proposals together with the objections, if any, and such orders as he may have passed thereon to the Commissioner, who shall approve or modify them, and also fix the date from which the proposals should be given effect to.
