Notwithstanding anything contained in any law, any person aggrieved by the order of the Compensation Officer deciding the objection under section 24 in so far as it relates to the amount of compensation may appeal to the Collector who shall decide the appeal in the manner prescribed and the decision of the Collector shall be final.
