In this Act, unless there is anything repugnant in the subject or context:- (a) "Collector" means the Collector of Dehra Dun District and also includes an Assistant Collector of the First Class specially empowered by the State Government by notification in the official Gazette to discharge all or any of the functions of the Collector under this Act; (b) "Commissioner" means the Commissioner of the Meerut Division and also includes an Additional Commissioner Meerut Division;
