(1) Every Order, proposed to be issued under section 2, shall be laid before both Houses of the State Legislature for a period of not less than fourteen days while they are in session and if within that period either House disapproves it or approves it only with modifications, the Order shall not be issued or, as the case may require, shall be issued only with such modifications as may be approved by both the Houses. (2) Every such Order shall be published in the official Gazette and shall take effect from the date of such publication.
