(1) The Shikshak Nirvachan Adhikari, shall consolidate the statement of counting of votes received under paragraph 23 and shall declare such candidate to be duly elected as has secured the largest number of votes. (2) In the event of two or more candidates securing an equal number of votes, the Shikshak Nirvachan Adhikari shall, in the presence of the candidates or such of them as desire to be present, decide between those candidates by lot and declare to be duly elected the candidate on whom the lot falls.
