(1) On or before the date appointed under clause (a) of paragraph 14, each candidate or his proposer shall, either in person on through registered post deliver or cause to be delivered in a sealed cover to the Shikshak Nirvachan Adhikari in his office between the hours of, II o'clock in the forenoon and 4 o'clock in the afternoon, a nomination paper completed in the prescribed form (to be had from the Shikshak Nirvachan Adhikari) and signed by the candidate and his proposer; Provided that a candidate shall not be deemed to be duly nominated for election from a constituency, unless he deposits or causes to be deposited- (i) in the case of a person, who is a member of a Scheduled Castes or Scheduled Tribes, a sum of one hundred rupees ; (ii) in any other case, a sum of two hundred rupees : Provided further that where a candidate has been nominated by more than one nomination papers for election in the same constituency, not more than one deposit shall be required of him.
