(1) Where the State Government, after such inquiry as it may deem necessary, is satisfied that Graphic Era Educational Society, Dehradun has fulfilled the conditions specified in sub-section (2) of section 3,it may direct the Graphic Era Educational Society, Dehradun to establish an Endowment Fund. (2) After the establishment of the Endowment Fund, the State Government may, by notification in the Official Gazette, accord sanction for establishment of the University. (3) 1{(a) The University shall four Campuses, the headquarters and one campus of the University shall be in Garhwal division district Dehradun and second campus shall be in village Bilkhet district Pauri Garhwal and third campus shall be in Bhimtal area in Kumau division, district Nainital and the fourth campus shall be establish in any one district Nainital or district Udham Singh Nagar: Provided that admission limitation of Dehradun campus shall be one third and of hill areas campus two third for students of Uttarakhand shall be essentially reserved: ...................................................
