The University shall be open to all persons irrespective of class, caste, creed or gender, but nothing in this section shall be deemed to require the University to admit to any course of study a larger number of students than may be determined by the Ordinance : Provided that nothing in this section shall be deemed to require the University to admit to any course of study more than the number of students as may be determined by the Regulations : Provided further that nothing in this section shall be deemed to prevent the University from making special provision for admission of students belonging to the Scheduled Castes, Scheduled Tribes or Other Backward Classes.
