(1) The State Government shall appoint a CEO to exercise the powers and functions conferred upon, or entrusted to him/her, under this Act. (2) A person to be appointed as the CEO shall be a serving officer in All India Service in supertime scale and above. (3) The State Government may from time to time appoint such other officers and staff to assist the CEO as it may deem necessary. (4) The conditions of service of officers appointed under sub-section (2) shall be such as may be determined by the State Government Officers to Assist the CEO
