Every final decision of the court under section 7 or section 8 shall be deemed to be a decree, and the statement of the grounds of every such decision a judgment, within the meaning of clauses (2) and (9) respectively of section 2 of the Code of Civil Procedure, 1908 and subject to the provisions of the said code applicable to appeals from original decrees, an appeal shall lie therefrom to the High Court, and the decision of the High Court on such appeal shall be final. Penalties
