The University shall be open to all persons irrespective of class, creed or gender : Provided that nothing in this section shall be deemed to prevent the University from making special provisions for admission to students of the State of Uttarakhand : Provided further that nothing in this section shall be deemed to restrict the University to make provisions for the admission of student of Scheduled Caste, Scheduled Tribes Caste or other Backward Classes belonging to the State of Uttrakhand.
