(1) Every contract by or on behalf of any Committee shall be executed in the manner prescribed. (2) Any contract, executed by or on behalf of a Committee in violation of the provisions of sub section (1), shall not be binding on such Committee. (3) Every order of a Committee shall be certified by the signature of the Chairman or in his absence or disability by the Vice-Chairman or by the Secretary of the Committee in case he has been so authorized and shall be authenticated by the official seal of the Committee.
