16 . (1) The 1[State Government] may make 2rules generally for carrying out the purposes of this Act. (2) In particular and without prejudice to the generality of the foregoing powers, such rules may specify with reference to the provisions of clause (1) of section 4 and sub-section (1) of section 5, other diseases, ailments or conditions in respect of which no advertisement of any drug or other preparation shall be published, exhibited or distributed.
