5. If such application is not rejected under section 4, the 1 [State Government] shall publish in the 2 [Official Gazette] a notice in English and in the vernacular reciting the fact that an application has been made and the purport thereof and calling upon all person interested in opposing the application to do so in writing within six months from the date of the publication of the notice in English.
