19. The Court shall take judicial notice of notifications under sections 7 and 18 as well as of entries made in the list under section 7. The production of a copy of an entry in the list, certified by the signature of one of the Secretaries of the shall 1 [State Government] be conclusive proof of the fact of the entry in the said list.
