No person shall undertake or carry out tile development of any site in any regulated area or 1 [erect, re-erect or make any material change in] any building or make or extend any excavation or lay-out any means of access to a road in such area except in accordance with the 2 [regulations] if any, issued under 3 [this Act] and with previous permission of the prescribed authority in writing.
