No Act or proceeding under this Act shall be invalid merely on the ground of- (a) the existence of any vacancy in, or any defect in the constitution of the Board or any committee constituted under this Act; or (b) any member of the Board having cast his vote in any matter in contravention of the provisions of section 15; or (c) any defect or irregularity not affecting the merit of any case.
