40. (1) The State Government may, by notification in the Gazette , make rules to carry out the purposes of this Act. (2) Without prejudice to the generality of the foregoing powers such rules may provide for all or any of the following matters, namely:- (a) the terms and conditions of the office of the members as required by subsection (4) of section 3 and sub section (3) of section 6; (b) the form and manner in which notice under sub-section (1) of section 18 and sub section (2) of section 20 shall be published; (c) the manner in which notice under section 19 shall be published; (d) Any other matter which is to be or may be prescribed or in respect of which provision is to be, or may be made by rules.
