Any fee, fine, cost, expense, penalty or compensation payable to or recoverable by the State Government, a 4 [ Gram Panchayat] or other local authority under this Code or any other law for the time being in force may, Without prejudice to any other mode of recovery, be realised as if it were an arrear of land revenue.
