93. 1 [Chief Engineer, Local Self-Government Engineering Department], 2 [the Director of Medical and Health Services or the Assistant Director of Medical and Health Services] the Civil Surgeon of the district, the Executive Engineer, the Inspector of Schools and any other officer specially authorized by the 3 [State Government] in this behalf shall be entitled to attend a meeting of the Municipality and address the Municipality on any matter affecting their respective departments.
