64. The executive officer, 2 [ Accounts Officer ] 1 [ or medical officer of health ] may, with the permission of the 3 [ President ] 4 or in virtue of a resolution passed in this behalf at a meeting of the Municipality or of a committee, make an explanation in regard to a subject under discussion, but shall not vote upon or make a proposition at such meeting.
