255. (1) The owner or keeper of any cattle or other animals found tethered, or straying about without a keeper, in a street or public places shall be liable on conviction to a fine which may extend to 1 [two hundred and fifty] rupees. (2) An animal found tethered as aforesaid may be removed by a municipal officer or servant or by a police officer to a pound as if the animal had been found straying.
