102. Where in the opinion of the 1 [ State Government ] the condition of indebtedness of any Municipality is such as to make the 2 [ control of the State Government ] over its budget desirable, the 1 [ State Government ] may, by order declaring the such is the case, direct that the budget of such Municipality shall be subject to the sanction of the 1 [ State Government ] or of the 3 [ Prescribed Authority ] and that the power, to vary or alter the budget under sub-section (3) of section 99 shall be subject to conditions to be prescribed by rule 4 .
