For every Municipal Corporation, the State Government shall appoint a 1 [ Municipal Commissioner ] and one or more 1 [ Additional Municipal Commissioner ] as it may consider necessary; Provided that no person not already in the service of 2 [ the government may be appointed as 1 [ Municipal Commissioner ] unless his appointment has been approved by the State Public Service Commission. ] 3 [ Provided further that no person may be appointed as 1 [ Additional Municipal Commissioner ] unless he is an 1 [ Deputy Municipal Commissioner ] of the Corporation in the senior most scale. ]
