269. Where water-tax is levied on any buildings or land it shall be incumbent on the 1 [Municipal Commissioner] to make provision for supply of water to owners and occupiers of such buildings or land in such manner, during such time and in such quantity as may be prescribed by rules : Provided that the 2 [Corporation] shall not be liable to any forfeiture, penalty or damages for failure to supply water if the same arises from accident or from unusual drought or other unavoidable causes.
