263. For the purposes of providing the City with a supply of water, proper and sufficient, for public and private purposes, the 1 [Municipal Commissioner] may, subject to the provisions of this Act, construct, maintain, repair, alter, improve and extend waterworks either within or without the City or close any such works and substitute other such works and for the purposes aforesaid do all such acts as may be incidental or necessary, including in particular— @span (i) the carrying of such works through, across, over or under any street or place, and after reasonable notice in writing to the owner or occupier, into, through, over or under any building or land ; @span (ii) purchasing or taking on lease any waterworks or right to store or to take or convey water either within or without the limits of 1 [Corporation].
