For the purpose of such inspection or examination the 1 [Municipal Commissioner] may cause the ground or any portion of any drain or other work exterior to a building, which he shall think fit, to be opened, broken up or removed : Provided that in the prosecution of any such inspection and examination as little damage as possible shall be done.
