Section 153

Power to make rules

153. The State Government may make rules to carry out all or any of the purposes of this Chapter, and in particular, without affecting the generality of the power conferred hereby, make rules for the following purposes (a) receiving of payments by the 1 [Municipal Commissioner] to the account of the 2 [Corporation] Fund and lodging of the moneys received in a bank or banks ; (b) operation of the funds of the 2 [Corporation] ; (c) deposit of portion of 2 [ Corporation] Fund with bank or agency outside the City ; (d) investment of surplus moneys ; (e) the accounts to be kept by the 2 [ Corporation], the manner in which accounts shall be audited, published and the power of auditors in respect of disallowance and surcharge 3 [and the manner in which surcharge proceedings will be undertaken] ; (f) reductions in or transfers from one budget head to another or within a budget head ; (g) preparation of annual administration report and statement of accounts ; (h) manner of keeping of 2 [Corporation] accounts.
