(1) The respective functions of the several 1 [Corporation] authorities shall be such as are specifically prescribed by or under this Act. (2) In the event of any doubt or dispute arising as to which 1 [Corporation] authority any particular function belongs, the 2 [Municipal Commissioner] may, and if the 3 [Mayor] so requires shall, refer the doubt or dispute to the State Government whose decision shall be final and not open to question in any court of law.
