The owner who has registered to install a lift or escalator under section-3 shall intimate the completion of commissioning, before use of lift or escalator, to such officers as the state government may authorize in this behalf on a prescribed format for the purpose along with a fee as may be prescribed. Provided that for the lifts or escalators commissioned in Government premises, no fee shall be charged
