117. (1) Subject to the provisions of this Act a 1 [Zila Panchayat] or a 1 [Kshettra Panchayat] shall have power to enter into contracts which may be necessary or expedient for any purpose of this Act. (2) All matters relating to the sanction, execution, variation and discharge of contracts including the preparation and sanction of plans, estimates and projects therefor shall be regulated by rules. (3) If a contract is executed otherwise than in conformity with the provisions of this Act or any rules framed for the purpose, it shall not be binding on the 1 [Zila Panchayat] or the 1 [Kshettra Panchayat].
