(1) The Secretary shall be appointed by the 3 [state government] upon such conditions and for such period as the may deem fit. 4[ * * * ] (2) The Secretary, shall, subject to the control of the Board, be the administrative officer of the Board. He shall be responsible for the presentation of the annual estimates and statement of accounts. (3) He shall be responsible for seeing that all moneys are expended on the purpose for which they are granted or allotted. (4) He shall be responsible for keeping the minutes of the Board.
