11. (1) The Interim Board shall, within a period of 1 i[twelve] months from the date of its establishment 2or within such further period as may be specified by the State Government from time to time in this behalf frame the first Niyamawali in respect of all or any of the matters specified in section 7. (2) A draft of the Niyamawali proposed to be framed under subsection (1) shall be sent to the State Government for approval. (3) The State Government shall, as soon as may be, after receipt of the draft, consider the same and may approve it with or without modifications. (4) The Niyamawali as approved by the State Government shall be published by the Interim Board in the Manner prescribed by the State Government.
