(1) While deciding a dispute, making inquiry or inspection, hearing an appeal or investigating any claim, the Registrar, the arbitrator, the board of arbitrators, the Tribunal or the liquidator shall have all the powers of a Civil procedure, 1908, in respect of the following matters namely- (a) summoning and enforcing the attendance of any person and examining him on oath ; (b) requiring the discovery and production of any document ; (c) proof of facts by affidavits ; and (d) issuing commissions for examination of witnesses. (2) An affidavit to be filed under sub-section (1) may be sworn before the Registrar, the arbitrator, the board of arbitrators, the Tribunal or the liquidator, as the case may be, or before an officer appointed in this behalf by the Registrar or the Tribunal.
