39. (1) The State Government may by notification in the Gazette , make rules to carry out the purposes of this Act. (2) without prejudice to the generality of the foregoing power, such rules may provide for all or any of the following matters, namely :- (a) the terms and conditions of the office of the member as required by sub-section (4) of section 3 and sub-section (3) of section 6; (b) the form and manner in which notice under subsection (1) of section 17 and sub-section (2) of section 19 shall be published ; (c) the manner in which notice under sub-section (1) of section 18 shall be published; (d) any other matter which is to be, or may be prescribed or in respect of which provision is to be, or may be made by rules.
