10. (1) As soon as may be, after the preparation of the Master Plan under section 9, the development agencies shall proceed with the preparation of the plan for the sector in accordance with the Master Plan. (2) A Plan for the sector prepared under sub-section (1) shall conform to the stipulations and norms laid down by the State Government and the Central Government.
