(1) The University shall start operation only after the State Government issues to the Society a letter of authorization for the commencement of the functioning of the University. (2) The State Government shall issue the letter of authorization after receipt of an unambiguous affidavit along with documents from the Society to the effect that all conditions referred to in section 4 have been fulfilled.
