(1) If any difficulty arises in giving effect to the provisions of this Act, or by reason of anything contained in this of any other enactment for the time being in force, the State Government may, as occasion requires, by order direct that this Act shall, during such period as may be specified in the order have effect subject to such adaptations, whether by way of modification, addition or omission, as it may deem to be necessary or expedient. (2) Any order made under sub-section (1) may be made so as to be retrospective to any date not earlier than the appointed day. (3) No order shall be made under sub-section (1) in relation to nay area after the expiry of three years from the appointed day. (4) An order made under sub-section (1) shall be laid, as soon as may be, before both the Houses of State Legislature.
