(1) The Board may by resolution establish a Housing Unit, for any City and, with the previous approval of the State Government, for any other area for the efficient performance of its functions in that area. (2) Every Unit shall be under the charge of an officer who shall be under the administrative control of the Housing Commissioner and shall also exercise, perform and discharge such powers, duties and functions as may be delegated to him under Section 12. (3) So far as may be and subject to the rules, the accounts of income and expenditure of each Unit shall be kept separately and the savings of any one Unit shall be spent over that area only to which that Unit relates.
