The owner of any property or right which is injuriously affected by the making of a scheme shall, subject to provisions of section 122, if he makes a claim before the Arbitrator within sixty days of the receipt of the notice from the Arbitrator, be entitled to obtain compensation in respect thereof from the Authority or from any person benefited or partly from the Authority and partly from such person as the Arbitrator may in each case determine. 76
