Subject to the provisions of this Act and the Statutes, the Ordinances and Rules. the Regulations, Rules may be made for the purpose of duly carrying out the provisions of, or exercising the powers conferred by this Act or to provide far matters which, by the Statutes, the Ordinances or the Regulations, are required to be prescribed by Rules.
