(1) Any person who contravenes any provi- sions of the Act or any rule, bye-law or regulation made under this Act shall be guilty of an offence against this Act and shall on conviction be punishable with the imprisonment for a term not exceeding 6 months or a fine not exceeding Rs. 2,500/- or with both. (2) No court shall take cognizance of any offence against this Act except upon a complaint in writing made by the Chairman or the Vice-Cheirman of the Council or such other person as the Chairman or the Vice-Chairman may authorise in this behalf.
