If at any time the Government is satisfied that a bye-law or resolution or regulation or rule of the District Council is likely to endanger the safety or security of the State or is likely to be prejudicial to public order, the State Government may annul or suspend such bye-law, resolution or regulation, as the case may be, and take such steps as it may consider necessary to prevent the Commission or continuance of such bye-law or the giving efTect of such resolution or regulation.
