The District Council may appoint such offi- cers and staff as may be necessary for the administra- tion of the bye-laws or rules or regulations made by it and also for proper and efficient execution of its duties and make rules regulating their conditions of service : Provided that the terms and conditions of ervice of a Government servant transferred to the District Council shall not be varied to his disadvantage with- out the previous approval of the State Government : Provided further that where any disciplinary or other action is required to be taken against any such government servant, the District Council shall make a reference to the State Government who shall take further action in accordance with the service rule applicable in each case.
