Payment of cess: (1) The cess levied under section 3 shall be· payable by dealer in suchmanner, as may be prescribed; (2) The dealer liable to pay cess under section 3 shall furnish returns, at such intervals and to such authority, in such form and in suchmanner, as may be prescribed.
