Penalty for causing obstruction to free flow of traffic (1) Whoever keeps a rickshaw on any public place, in such a manner, so as to cause impediment to the free flow of traffic, shall be liable for such periodical penalty, as the government may by order specify, till it remains in that position; Provided that a rickshaw involved in any accident shall be liable for penalty only from the time of completion of inspection formalities under any other law, for the time being in force; (2) The penalties under this section shall be recoverable by the prescribed officers or authorities.
