Substitution of Section 14. For Section 14 of the Principal Act, thefoUowing Section shall be substituted, namely:- "14.Notwithstanding anything to the contrary contained in any other Act, except the Act or Acts enacted by Parliament and the rules framed thereunder, the provisions of this Act shall apply."
