Meetings: (1) The Council shall hold its first meeting at such time and place as may be appointed by the President, and thereafter the council shall meet at such time and place as may be appointed by the Council. (2) Until otherwise prescribed, five members of the council shall form a quoram and the acts, of the council shall be decided by a majority of the members present and voting. . ( 5 )
