Power to make rules: , (1) The State Government may, from time to time make rules for carrying out the provisions of this Act. (2) In particular and without prejudice to the generality of the foregoing power, such rules may provide for all or any of the following matters namely, (i) the election of member of the Coucil, members of the Executive Committee, the President and the Vice President; (ii) the functions to be performed by the President and the Vice-1'resideht; ( 10 ) (ill) the fees payable under this Act; (iv) the allowances to be paid under section 11. '(v) the salaries and allowances to be paid to the Registrar and other staff ; (vi) the manner in which the account referred in sub-section (2) of section 25 shall be maintained; (vii) the procedure to be followed by the Council in conducting an enquiry under this Act; (viii) any other matter which may be or is required to be pres- cribed under this Act. (3) Every rule made under this Act shall be laid, as soon as may be after it is made, before the Legislative Assembly while it is in session for a total period of not less than fourteen days which may be comprised in one session or in two or more successive sessions in which it is so laid or the successive sessions aforesaid the Legislative Assembly (agrees in making any modification in the rule or the Legislative Assembly agree that the rule should not be made, the rule shall thereafter have affect as the case may be, however, so that any such modification or annulment shall be without prejudice to the validity of anything previously done under that rule. rI. Regulations: (1) The council may with the previous approval of the State Govern- ment, make regulations, not inconsistent with .this Act or the rules made thereunder, for discharging its functions under the Act. (2) In particular and without prejudice to the generality of the fore- going power, such regulations may provide for all or any of the following matters, namely, (i) the eoduct of business of the Executive Committee and of committee appointed by the council; (ii) the time and place at which each meeting shall be held; (iii) the issue of notices convening such meeting; (iv) the coduct of business there-at; (v) the conditions of appointment and service and scales of pay and allowances of the officers and servants appointed by the council; (vi) any matter for which .power to. make regulations is conferred expressed or by implication on the council by; this Act.
